CGT Property Valuation Sydney

We prepare capital gains tax and retrospective property valuations across Sydney and regional New South Wales. Independent reports signed by a Chartered Accountant and Certified Property Valuer, from $297 inc. GST, delivered in 24 to 48 hours as desktop valuations.

At a glance

  • Current and retrospective valuations for CGT, deceased estates, family law and related-party transfers across greater Sydney
  • Strata and apartment stock is valued on building-specific evidence, not suburb averages, because outcomes vary sharply by complex
  • Sydney's sharp growth periods make a compounding apportionment formula a poor proxy for actual value at 1 July 2027
  • Residential $297 inc. GST, commercial $595 inc. GST, delivered in 24 to 48 hours
  • Reports prepared and signed by a valuer who is also a Chartered Accountant and Registered Tax Agent

Areas we cover

  • Eastern suburbs: Paddington, Woollahra, Bondi, Randwick, Coogee, Maroubra, Vaucluse
  • Inner west: Newtown, Marrickville, Balmain, Leichhardt, Ashfield, Burwood, Strathfield
  • North shore and northern beaches: North Sydney, Chatswood, Lane Cove, Hornsby, Manly, Dee Why, Avalon
  • Western and south-western Sydney: Parramatta, Blacktown, Penrith, Liverpool, Campbelltown, Bankstown
  • Southern Sydney and the Shire: Hurstville, Kogarah, Sutherland, Cronulla
  • Hills and north west: Castle Hill, Baulkham Hills, Rouse Hill, Kellyville
  • Regional New South Wales: Central Coast, Newcastle and the Hunter, Wollongong and the Illawarra, Blue Mountains, Southern Highlands, Byron and the Northern Rivers

The scope is the same as our national capital gains tax valuation service. Reports are desktop valuations, so location does not affect the fee or the turnaround. Our office is in Adelaide; the sales evidence is drawn from the market the property sits in.

We also prepare a retrospective valuation in Sydney for any past date.

Why Sydney evidence needs care

  • Strata dominates. A large share of Sydney's investment stock is apartments, and value moves by building rather than by suburb. Aspect, floor level, building age, defect history and strata levies can separate two units in the same postcode substantially. Suburb medians are close to useless as evidence for a specific lot.
  • Growth arrived in bursts. Sydney has had periods of very rapid movement separated by flat or falling stretches. For the 1 July 2027 transition, that pattern is exactly what the compounding apportionment formula gets wrong, which is why a dated valuation usually serves a Sydney owner better.
  • Heritage conservation areas. Large parts of the inner west and eastern suburbs sit in conservation areas that constrain what can be done with a site. Two similar terraces can carry different values depending on the controls applying at the valuation date.
  • Prestige and waterfront property. Genuinely comparable sales are scarce at the top of the market, so the analysis has to work harder and the reasoning matters more. These are quoted individually.
  • Granny flats and dual occupancy. Secondary dwellings are common in Sydney and are a frequent cause of partial main residence exemptions, which need a dated value to apportion.

Common Sydney scenarios

  • The expat who kept the apartment. Sydney has a high proportion of owners working overseas. Foreign residents generally lose the main residence exemption for CGT events after 30 June 2020, and face 15 per cent withholding on sale. See expat and foreign resident valuations.
  • The former home now rented. Section 118-192 resets the cost base to the market value on the day the property first earned income, and that date is usually well in the past. See home to investment valuations.
  • The long-held family home in an estate. Properties held since before 20 September 1985 need a date of death value and, if retained, a 1 July 2027 value. See deceased estate valuations.
  • Transfers into trusts. Sydney property is frequently held through trust structures, and every movement between related parties is assessed on market value under sections 116-30 and 112-20. See related party transfers.

CGT and NSW state taxes

Capital gains tax is a Commonwealth tax administered by the ATO. Transfer duty and land tax are New South Wales taxes administered by Revenue NSW, with their own valuation rules, timing and thresholds. A valuation prepared for CGT purposes is not automatically the figure Revenue NSW will adopt, and the reverse is also true.

The overlap shows up in related-party transfers, where the same transaction can attract duty assessed on market value and a CGT event assessed on market value under separate regimes. Confirm the state tax treatment with your accountant or conveyancer.

Valuations for stamp duty on related party transfers in New South Wales

Revenue NSW assesses transfer duty on the market value of the property whenever the price does not reflect it. Its ruling DUT 012v2, Evidence of value says evidence will usually be sought where there is no consideration or non-monetary consideration, where the parties are related or associated, where no agent was involved in the sale, where the same firm acts for both sides, or where the price looks low for the type of property. A parent transferring a Marrickville terrace to a daughter ticks most of those at once.

What Revenue NSW will accept is a comprehensive valuation by a suitably qualified person, or a recent arm's length sale of the same property. What it will not accept is a brief market appraisal or an estimate that does not show a full analysis. Evidence is generally accepted if it is within three months of the transfer; for land, evidence up to twelve months old can be used with a statutory declaration that nothing about the property or its zoning has changed.

The three-month window is the practical trap in Sydney. Families often obtain an appraisal when they first discuss the transfer and then sign six months later, by which point Revenue NSW treats the figure as stale. A valuation dated to the transfer date, prepared as a full market value assessment with comparable sales, satisfies the duty assessment and also fixes the figure the ATO substitutes for the price under the market value substitution rule. One report, one date, both purposes.

For how every state and territory handles it, see our stamp duty valuation guide.

Common questions

Do you inspect Sydney properties?

Generally no. Our reports are desktop valuations built on comparable sales and documentary evidence, which is the appropriate method for CGT work because most CGT valuation dates are in the past. No inspection today can record what a property was like at a historical date.

Can you value a Sydney apartment for CGT?

Yes, and strata is a large part of the work. The analysis uses sales within the building and genuinely comparable complexes rather than suburb medians, since aspect, floor level, building age and defect history can separate two units in the same postcode substantially.

How much does a CGT valuation cost in Sydney?

Residential reports are $297 inc. GST and commercial reports are $595 inc. GST, fixed and quoted upfront, delivered in 24 to 48 hours. Retrospective dates cost the same as current dates. Prestige and waterfront property is quoted individually.

Do I need a valuation for stamp duty when transferring property to family in New South Wales?

In most cases yes. Revenue NSW ruling DUT 012v2 says evidence of value is usually required where the parties are related, where there is no consideration, or where the price looks low. It wants a comprehensive valuation by a suitably qualified person, not a brief agent appraisal, and generally within three months of the transfer. The same report supports the CGT market value substitution on the transfer date.

Do I need a 1 July 2027 valuation for my Sydney investment property?

If you hold it across that date and expect to sell later, a market value at 1 July 2027 sets how the gain is split between the old and new rules. The alternative apportioning method applies one compounding daily growth rate across the whole ownership period, which suits Sydney poorly because growth has arrived in bursts.
