We also prepare a retrospective valuation in Adelaide for any past date.

Why local evidence matters in Adelaide

Adelaide is a market of small, distinct submarkets, and a valuation that treats it as one market gets the number wrong. A few features shape that.

  • Character and heritage zoning. Large parts of Unley, Norwood, Prospect and Walkerville sit in character preservation or heritage areas. Two apparently similar bluestone villas can carry materially different values depending on what can be done with them.
  • Subdivision potential. Adelaide's older inner and middle-ring suburbs carry generous allotment sizes by national standards. Where an allotment can be divided, the value reflects that potential, and where zoning or a heritage overlay prevents it, it does not. For a retrospective date, the question is what the position was at that date, not now.
  • Narrow comparable pools. Suburb turnover in parts of the Hills, the Fleurieu and regional South Australia can be thin, so genuinely comparable sales may need to be drawn from a wider window and adjusted carefully. That is analysis work, not a reason to reach for a rough figure.
  • Long ownership. South Australian owners hold property for a long time, and a high proportion of the pre-20 September 1985 stock in the eastern and inner suburbs is still in original hands. Those properties are now squarely in the frame for the 1 July 2027 reset.

Common South Australian scenarios

  • A long-held family home going to the next generation. Estates where the property has been owned since well before 1985 need a date of death value, and now a 1 July 2027 value as well if the property is retained. See deceased estate valuations.
  • An owner who moved interstate and kept the house. The day the property first earned income resets the cost base under section 118-192, and that date is usually years in the past by the time anyone asks. See home to investment valuations.
  • Restructures between related entities. Property moved between family members, trusts or companies is assessed on market value under sections 116-30 and 112-20 regardless of the price recorded on the transfer. See related party transfers.
  • Regional and rural holdings. Barossa, McLaren Vale, Fleurieu and Yorke Peninsula property often combines a dwelling with productive land, which needs the components assessed properly rather than a single per-hectare figure.

CGT and South Australian state taxes

Capital gains tax is a Commonwealth tax administered by the ATO. Stamp duty and land tax are South Australian taxes administered by RevenueSA, and they run on their own valuation rules and timing. A valuation prepared for CGT purposes is not automatically the figure RevenueSA will use, and the reverse is also true.

The overlap that catches people is a related-party transfer. The same transaction can attract duty assessed by RevenueSA on market value and a CGT event assessed by the ATO on market value, from the same facts but under different regimes. A properly evidenced valuation supports your position in both conversations, but the assessments are separate. Confirm the state tax treatment with your accountant or conveyancer.

Valuations for stamp duty on related party transfers in South Australia

RevenueSA assesses stamp duty on the market value of the land, not the price, whenever a transfer is between related parties, is not at arm's length, is for no consideration, or conveys only a fractional interest. Its Stamp Duty Document Guide asks for evidence of that value in one of two forms: a valuation from a suitably qualified valuer, or the current Valuer-General's value for the parcel from a SAILIS print-out. Where a private valuation comes in below the Valuer-General's figure, the document has to go to the Commissioner for assessment with the valuation attached rather than being self-determined by the conveyancer.

That last point is where Adelaide transfers between parents and children most often stall. The Valuer-General's site value is a mass-appraisal figure, and for a renovated Unley or Prospect cottage it can sit a long way from what the property would actually sell for. A signed valuation with comparable sales at the transfer date is the only evidence that settles the difference.

The same market value drives the CGT side. The market value substitution rule treats the parent as having sold at market value on the transfer date whatever the family agreed, so one report dated to the day of the transfer can serve RevenueSA and the ATO together, provided it states both purposes and the effective date. We prepare the report on that basis and confirm the date with your conveyancer before we start.

For how every state and territory handles it, see our stamp duty valuation guide.

Common questions

Do you inspect properties in Adelaide?

Generally no. Our reports are desktop valuations built on comparable sales and documentary evidence, which is the appropriate method for CGT work because most CGT valuation dates are in the past. No inspection today can record what a property was like at a historical date.

Can you value a property in regional South Australia?

Yes. Regional and rural South Australian property is valued at the same fee, though holdings with substantial productive land or specialised improvements are quoted individually. Thin sales evidence in a district is an analysis question rather than a barrier.

How much does a CGT valuation cost in Adelaide?

Residential reports are $297 inc. GST and commercial reports are $595 inc. GST, fixed and quoted upfront, delivered in 24 to 48 hours. Retrospective dates cost the same as current dates.

Do I need a valuation for stamp duty when transferring property to family in South Australia?

Usually yes. RevenueSA assesses duty on market value for transfers between related parties or for no consideration, and its Stamp Duty Document Guide asks for either a valuation from a suitably qualified valuer or the current Valuer-General value. If your valuation is below the Valuer-General figure, the transfer goes to the Commissioner for assessment with the valuation attached. One report dated to the transfer date can serve both the duty assessment and the CGT market value substitution rule.

Are you actually based in Adelaide?

Yes. The practice operates from Level 2, 70 Hindmarsh Square, Adelaide SA 5000, and reports are prepared and signed here. We service the whole country, but South Australian work is home ground.
