CGT Property Valuation Perth

We prepare capital gains tax and retrospective property valuations across Perth and regional Western Australia. Independent reports signed by a Chartered Accountant and Certified Property Valuer, from $297 inc. GST, delivered in 24 to 48 hours as desktop valuations.

At a glance

  • Current and retrospective valuations for CGT, deceased estates, family law and related-party transfers across Perth and regional WA
  • Perth's market has been strongly cyclical, so the valuation date matters more here than almost anywhere else in the country
  • That cyclicality is exactly what a single compounding growth rate gets wrong for the 1 July 2027 transition
  • Residential $297 inc. GST, commercial $595 inc. GST, delivered in 24 to 48 hours
  • Reports prepared and signed by a valuer who is also a Chartered Accountant and Registered Tax Agent

Areas we cover

  • Western suburbs: Subiaco, Nedlands, Claremont, Cottesloe, Mosman Park, Dalkeith, Floreat
  • Inner city and north: Perth, Northbridge, Mount Lawley, Leederville, Joondanna, Osborne Park
  • Coastal north: Scarborough, Hillarys, Sorrento, Joondalup, Yanchep
  • South of the river: South Perth, Como, Applecross, Fremantle, Melville, Canning Vale
  • Coastal south and outer: Rockingham, Mandurah, Baldivis, Armadale, Ellenbrook
  • Regional Western Australia: Bunbury, Busselton, Margaret River, Albany, Geraldton, Kalgoorlie, Broome, Karratha, Port Hedland

The scope is the same as our national capital gains tax valuation service. Reports are desktop valuations, so location does not affect the fee or the turnaround. Our office is in Adelaide; the sales evidence is drawn from the market the property sits in.

We also prepare a retrospective valuation in Perth for any past date.

Why the valuation date matters so much in Perth

  • The market moves in cycles. Perth has run through pronounced booms and extended flat or declining stretches, driven substantially by resources activity and population flows. A property's value at one date and its value five years either side can be materially different, in both directions. Getting the date exactly right is not a formality here.
  • The apportionment formula fits badly. For the 1 July 2027 transition, the apportionment formula assumes value compounded at one steady daily rate across the ownership period. Very few Perth properties did. A dated market valuation is more likely to reflect what actually happened than a formula that averages a cycle away.
  • Regional and mining-town volatility. Values in Karratha, Port Hedland, Kalgoorlie and similar centres have swung far more sharply than metropolitan Perth. A retrospective valuation in those markets has to be anchored to evidence from the period rather than adjusted forward or backward from current sales.
  • Large land components. Perth allotments are generous by national standards, so the split between land and improvements matters, particularly for older stock where the improvements contribute proportionally less.
  • Green title and survey-strata. Subdivision through survey-strata is common, and the title structure affects both value and the evidence set used to assess it.

Common Western Australian scenarios

  • The property bought at the top of a cycle. Where a property was acquired in a peak and sold in a trough, the cost base and the dates carry real consequences, including capital losses that need to be substantiated properly.
  • The fly-in fly-out owner who left the state. Workers who moved interstate or overseas and kept the house face both the section 118-192 reset and, if they became foreign residents, the loss of the main residence exemption. See expat and foreign resident valuations.
  • The former home now rented. The reset applies from the day the property first earned income, and that date is usually well in the past. See home to investment valuations.
  • The long-held family home in an estate. Pre-1985 property needs a date of death value and, if retained, a 1 July 2027 value. See deceased estate valuations.

CGT and Western Australian state taxes

Capital gains tax is a Commonwealth tax administered by the ATO. Transfer duty and land tax are Western Australian taxes administered by RevenueWA, with their own valuation rules and timing. A valuation prepared for CGT purposes is not automatically the figure RevenueWA will adopt, and the reverse is also true.

Related-party transfers are where the two most often meet, since the same transaction can attract duty assessed on market value and a CGT event assessed on market value under separate regimes. Confirm the state tax treatment with your accountant or settlement agent.

Valuations for stamp duty on related party transfers in Western Australia

RevenueWA's related party transaction requirements list what has to accompany a transfer of land between related parties: the transfer document, the foreign transfer duty declaration, and evidence of value in one of three forms. That evidence is a duties valuation form for the land, an electronic valuation request lodged through Revenue Online, or a valuation from a qualified valuer as described in Commissioner's Practice TAA 23. A copy of any valuation or appraisal obtained on the property within three months of the transaction must also be lodged. No assessment issues until all of it is in.

The Commissioner's Practice TAA 23 route is the one that avoids the duties valuation form, and RevenueWA's valuations guidance ties it to a valuer licensed under the Land Valuers Licensing Act 1978 for residential and commercial land up to $2 million. A report that does not meet that description is not wasted, but the conveyancer or settlement agent will still need to lodge the valuation form or request.

For a Perth family transferring a Subiaco or Joondalup property, the sequencing matters more than in most states: the three-month rule captures any appraisal already on file, so an early agent figure that is below the eventual valuation will be sitting in the lodgement. A single valuation dated to the transfer date, prepared with comparable sales, is the cleanest evidence for RevenueWA and is the figure the ATO uses under the market value substitution rule. Confirm with your settlement agent which lodgement route applies to the valuer's licence.

For how every state and territory handles it, see our stamp duty valuation guide.

Common questions

Do you inspect Perth properties?

Generally no. Our reports are desktop valuations built on comparable sales and documentary evidence, which suits CGT work because most CGT valuation dates are historical. No inspection today can record what a property was like at a past date.

Can you value a property in a regional mining town?

Yes, though these are quoted individually where sales evidence is thin. Values in those markets have swung far more sharply than metropolitan Perth, so the report is anchored to evidence from the valuation period rather than adjusted from current sales.

How much does a CGT valuation cost in Perth?

Residential reports are $297 inc. GST and commercial reports are $595 inc. GST, fixed and quoted upfront, delivered in 24 to 48 hours. Retrospective dates cost the same as current dates.

Do I need a valuation for stamp duty when transferring property to family in Western Australia?

Yes. RevenueWA requires evidence of value on every related party land transfer: a duties valuation form, an electronic valuation request, or a written valuation from a qualified valuer under Commissioner's Practice TAA 23. Any valuation or appraisal obtained within the previous three months must also be lodged. Duty is not assessed until the evidence is in. A transfer-date valuation also fixes the CGT market value for both parties.

Why does the exact date matter so much for a Perth property?

Because the market has moved in pronounced cycles. A value at one date and a value a few years either side can differ substantially, so a report prepared at the wrong date can be technically sound and still useless. Confirm the date the provision requires before ordering.
